That the proposed conceptual development plan titled “Thorold Manor Project” for Keefer Mansion BE RECEIVED and that the Heritage Advisory Committee SUPPORTS the proposed concept with the following recommendations: 1. That the project be subject to obtaining a heritage permit 2. That a qualified heritage architect be employed for the project 3. That the views and vistas be considered when adding additional buildings to the site.
